Terms of Reference — End-line Evaluation of R-YES / Menya Wigire Project, Kilimo Trust

Kilimo Trust Rwanda is seeking a qualified consultancy firm or individual consultant to undertake an end-of-project evaluation of the R-YES (Rural Youth Employment Support) / Menya Wigire Project. Objectives: - Assess achievement of project goals, objectives, outcomes and outputs - Measure impact on rural youth employment and income in target districts - Evaluate project efficiency, effectiveness, relevance, and sustainability - Capture lessons learned and good practices for scale-up Target Districts (16): Gicumbi, Rulindo, Musanze, Nyabihu, Rubavu, Rusizi, Nyanza, Ruhango, Gisagara, Kamonyi, Huye, Nyagatare, Kayonza, Rwamagana, Ngoma, Bugesera Qualifications: - Minimum 10 years in M&E or program evaluation - Experience evaluating agricultural / youth / livelihood programs - Knowledge of IFAD evaluation standards - Fluency in English; Kinyarwanda is a strong advantage Submit to: evaluations@kilimotrust.org Deadline: 25 April 2026
